MY telegrams Nos. 152 and 153 of 5th and 7th July: Opium. Wai-wu Pu are most anxious to close ports at once, irrespective of consent of Portuguese Government, who have no representative here, and from whom they can get no answer. They regard silence of Austria and Belgium as equivalent to consent.
